河川技術

河道の改修や河川砂利の採取などに起因して河床が低下し、このことが治水、利水、河川環境に大きな影響を与えている。このため、河川の土砂収支と河床変動の実態を把握し、その要因を検証することが、将来にわたって安定した河道の管理を行うために重要な課題である。本論文では、利根川水系を例にとってこれまでの土砂収支と河床変動の実態を、河道改修や土砂採取等の経緯と比較しつつ、具体のデータを用いて実証的に検証するとともに、河床低下がもたらす河道の実管理上の課題を示し、持続的に安定した河道を管理することによって、河川の持つ治水、利水、環境機能を維持するために必要な方策について考察した。

The river technology of our country was highly developed and achieved much result in flood protection, water use and the environment. Nowadays, the function which is requested to the river is changes because the society changes from growth to maturity.In this study, we suggest the functions of the river in the maturity society about future welfare, medical care and education based on field research of case study. In this research, we pay attention to the functions related with culture, one) function of healing, mental stress improvement and life, two) function of landscape, education and recreation. And this paper proposed the usage of the river where adopt to the times, a function and the value of “the river as the space”. We made a questionnaire to 187 river managers, and 90% of answers wear positive for use the river as the medical aspect, health and the welfare. Furthermore, based on research result of hospitals and welfare facilities which used a river for their activities, we suggest to develop and use the river walk, to design a city and rivers as one, and to use many facilities which are located on river front more active, those are improve the new river functions.

わが国では、人口の約１／２、資産の約３／４が河川の洪水氾濫の危険性がある氾濫原に位置し、その多くが歴史的に築造されてきた河川堤防により守られている。しかし、堤防の安全性を、堤防断面という長い連続堤防の点として取り扱ったものは若干あるが、連続した堤防システムとして管理することに関する研究は皆無に近いといえる。 本論文では、利根川水系の過去約80年間の堤防決壊の実態を報告するともに、堤防決壊の原因（洗掘、越水、浸透、構造物周りの浸透による決壊）を実証的に明らかにした。堤防決壊の原因は、堤防越水によるものが最も多いこと、近年になって構造物周りでの浸透（漏水）による決壊という問題が生じてきていることなどを示した。 この調査も踏まえつつ、歴史的に築造され現在に至っている堤防の管理について、堤防の機能限界・管理限界を明確にし、これからの時代の河川堤防システムとしての管理のあり方について、超過洪水をも見据え、被害の視点、危機管理の視点を加えて考察し、提案を行った。

The ancient civil structures had been constructed by using natural resources such as soil, stone or timber. In modern structures, those construction materials have been replaced by artificial materials such as concrete, steel or plastic, and such change has contributed to rather speedier and larger scale construction. This paper introduces the newly developed reinforced retaining wall construction method which is expected to harmonize the surrounding ecology and also ensure the stability of structure itself with combination of conventional stone masonry and RC pre-cast reinforcement called Branch Reinforcing Method.
